CHICO, Butte County — October 26, 2026. The City of Chico is asking residents, businesses, nonprofit organizations and service providers to participate in a public town hall on Thursday, October 29, 2026 from 6 to 8 p.m. at Chico City Council Chambers, 421 Main Street. The subject is the city’s developing Unhoused Strategic Plan, which officials say will guide policy and service coordination for people experiencing homelessness.
Why the planning deadline matters
The city is preparing a strategy for the period after the Warren v. City of Chico settlement expires January 14, 2027. The planned framework is meant to address pathways to shelter and housing, lawful management of public spaces, coordination among agencies, spending priorities and ways to measure outcomes.
This meeting does not mean a final policy has already been adopted, that every encampment will be closed on January 14 or that funding for additional shelters is guaranteed. Residents should distinguish the expiration of a particular legal settlement from future city actions, which must comply with applicable laws and court orders.
How to comment if you cannot attend
City staff are also collecting comments by email at unhoused@chicoca.gov. People with lived experience of homelessness, housing providers, neighbors and businesses can send questions and proposed priorities. The city’s public page includes a draft plan and other ways to participate.
