CHICO, Butte County — October 23, 2026. California58 Local examined the city’s official October 20 council agenda. The premeeting agenda establishes the issues under consideration; it does not by itself establish a final vote or future outcome.

What changed?

Chico’s council agenda describes a requested modification to Chico Maintenance District CMD A55, associated with Autumn Leaf Estates subdivision. The developer’s revised plan reduces the subdivision from 68 lots to 67, and the city proposes adjusting assessments accordingly. The municipal notice says the district’s maintenance services and stated purpose would not change.

Why is a protest hearing relevant?

Property owners may face assessments for maintenance obligations in such districts. The October 20 final protest hearing was intended to receive ballots and consider an engineer’s report. The City Council’s staff recommendation called for confirming modifications and ordering assessments starting fiscal year 2027–28, subject to the hearing process.

Does that mean new assessments have already been collected?

No. A recommendation and a future fiscal-year date do not prove collection has started. The official ballot tabulation, adopted resolution and county tax-roll implementation records are needed before stating the final dollar amounts or legal status.

What should owners request?

Affected owners should request the modified engineer’s report, parcel assessment diagram and final council outcome. Distinguish the district’s per-lot allocation from the city’s general property tax rates and other assessments.
